ICCF CONGRESS 2008

REPORT OF THE ZONAL DIRECTOR FOR EUROPE
 

Organization
There was no change in the “Managing Team” (G-M Tani -ITA-, Zonal Director, S.Ja. Grodzenskij -RUS-, Deputy Z.D., Carlos Flores Gutiérrez -ESP-, Finance Director, L. Madonia –ITA- European Tournament Director). G. Pyrich -SCO- started his work as Auditor, revising 2007 ICCF-Europa Balance. No change in the Tournament Directors’s group, too (L. Tinture -FRA-, L. Lahdenmäki -FIN-, J. Ryška -CZE- and E. Neri -ITA-).

Financial matters
The Finance Director, Carlos Flores Gutiérrez, who unfortunately won’t be able to attend the Congress, arranged the 2007 Balance, which will be provided to the Delegates before ICCF-Europa Meeting. It shows a very florid economical situation, unless a little yearly loss, due to the fact that in 2007 the only income was the entry fees for the promotional tournament
s.

European Team Championships
Finals
There are just a few running games in the Final of 6th E.T.C., started in 2004 and played by post. The winner is Germany, the runner-up Lithuania. There are still two teams fighting for the third place: Czech Republic and Israel. We’ve to decide if to adjudicate the last running games or to let them to go on until the third place will be clear.
The Final of the 7th E.T.C. will be played by e-mail or (most probably) on ICCF webserver. The qualified teams are the Netherlands, Slovenia, Ukraine, Spain (from Sf. 1), Germany, Slovakia, Czech Republic, Italy (from Sf. 2), Romania, Switzerland, Russia, England (from Sf. 3) and Israel (the best 5.th classified). The start-date has to be discussed, but it’s planned for the end of 2008/beginning of 2009.
Semifinals
The Semifinals of 8th E.T.C. were planned to start at the end of 2008, on ICCF webserver and with 8 boards for each team (Benalmádena ICCF-Europa Meeting).  We’ve to confirm these decisions.

European Individual Championships
Finals
We announced two new European Champions at ICCF 2007 Congress: IM Klaus Weber is the 63rd E.I.C. (e-mail) and SIM Andrej Loc (SLO) in the 64th E.I.C. (postal).  These two finals are now completely over. Many thanks to T.D. Alan Rawlings –ENG-.
The Finals of 65th and 66th E.I.C. started on 1.02.2008 on ICCF webserver (T.D.: V.I. Myakutin -RUS-), both with 13 players; at the moment 44+47 games are already over and 34+31 are running on.
Unfortunately it wasn’t possible to start a postal final, too, because just 2 players asked to enter it.
Semifinals
There are a lot of players who have already got a qualification right.
I’m going to propose to the ICCF-Europa Meeting to start a new cycle of Semifinals in 2009.

Harro Otte Memorial
The Semifinals (T.D. T. Klauner -LUX-) are quite over.
As soon as the names of the 9 qualified teams are clear (I suppose in a few months), I’ll start the Final.
At Benalmádena it was decided to start a second edition of such a tournament (eventually with a different name, with just 6 players for each team. At our Meeting we’re going to decide when to start it (Spring 2009 ?).
It was also proposed to have a team tournament for players with a low ELO, with just 4 players for each team. It will be organized in next months, with start-date in winter 2008-2009.

Promotional tournaments
The European Zone is the only one who still organizes postal tournaments. And European players continue being interested in postal play!
In 2007 the European Tournament Office started 15 postal groups (4 “M”, 5 “H” and 6 “O”) and only 2 e-mail groups (1 “M” and 1 “H”); 13 postal groups (3 “M”, 5 “H” and “5 “O”) have been started in the first months of 2008.
The starting of new e-mail tournaments has been dismissed and on 2008 we started to organize webserver tournaments.
11 postal groups (4 “M”, 3 “H” and 4 “O”) and 16 webserver groups (6 “M”, 1 “H” and 9 “O”) have been started in the first nine months of 2008.

Web-site
The number of visitors of our web-site, www.iccf-europa.com, is getting fewer and fewer, in spite of the accurate work of our web-master, G. Ruggeri Laderchi -ITA-, but we think it’s useful to continue to go on with our web-site, who also hosts the Africa-Asia Zone’s web-pages.
In next months we’re going to improve the idea of giving each Member Federation the possibility to insert news or articles about its own activities.

New tournaments
The idea carried on by Alan Rawling and myself to organize a “Webserver Open Cup” in 3 stages for players with ELO < 2400, with money prizes to all finalists (Benalmádena 2007) has not been developed, for personal problems of both of us. If the 2008 Meeting agrees, I’ll try to implement this idea in a short period.
